further discussion on internal mobility

Si è tenuta martedì scorso, 27 gennaio, una riunione straordinaria di contrattazione dedicata ad affrontare la revisione delle regole sulla mobilità interna del nostro Ateneo, che vanno necessariamente modificate alla luce del Contratto nazionale.

L'attuale Regolamento è stato approvato dal Consiglio d'Amministrazione, con il parere contrario di RdB, ed è di fatto non più applicabile dopo l'entrata in vigore, nell'ottobre scorso, del Contratto nazionale. In particolare va rivista tutta la materia del trasferimento d'ufficio, ma anche le norme relative alla mobilità volontaria devono essere "accordate" alla normativa nazionale.

La discussione in corso dovrebbe consentire di arrivare to establish rules that lead both to better protect employees from possible punitive action by the administration, such as we have seen in recent months, that greater transparency in filling posts that are released for termination, transfer, reorganization of services, etc..

Starting from different proposals in the contract, the RdB gave their availability to the realization of a given unit of trade unions containing the following principles:

1) any new rules, approved by the Board of Directors assumes without exception as provided from negotiations.
2) will introduce the use of the invitation and selection as normal instruments of posts and positions of responsibility.
3) will give a definition of "home" more bounded can be transferred (the Administration proposal provides that there is a "transfer" only between areas, which leaves much discretion to the Administration itself)
4) are defines cases in which it is possible the use of office equipment.
5) in case of transfer of office to ensure the maximum possible protection of the employee concerned.

The comparison will continue next February 4.
